The Boiler Upgrade Scheme in Wales: £7,500 — or £9,000 off-gas — and no means test

A persistent myth says the big heat pump grant is "an English scheme". It is not. The Boiler Upgrade Scheme (BUS) covers England and Wales, pays £7,500 towards an air-to-water or ground source heat pump — £9,000 where an off-gas home is replacing oil or LPG — and has no income test at all — which makes it the most accessible serious money available to Welsh homeowners in 2026.

The rules, Welsh edition

You qualify if you own the property (your home or one you let), it has a valid EPC, and you are replacing a fossil-fuel system — gas, oil or LPG boiler, or direct electric heating. The grant is £7,500 for an air-to-water or ground source heat pump; £9,000 if the property is off the gas grid and you are replacing an oil or LPG system, an uplift that took effect on 21 July 2026 and runs to 31 March 2027; £2,500 for an air-to-air heat pump; or £5,000 for biomass boilers in a restricted set of rural, off-gas cases. Your MCS-certified installer applies to Ofgem for the voucher and deducts the value from your bill; you never handle the money, and there is nothing to pay anyone to "process".

None of this differs across the border. What does differ is the starting point: many Welsh households were mid-way through an ECO4 application when the scheme closed in March 2026, and BUS is the route that stayed open to them. What differs is the housing it lands on — and there Wales has both advantages and traps.

What £7,500 buys in Welsh housing stock

Air source heat pump installations typically price between £10,000 and £15,000 before the grant, so Welsh households usually face a net £2,500–£7,500. The spread is driven by the work around the pump: radiator upsizing, a hot water cylinder, pipework. Two Welsh specifics push costs and benefits around:

The advantage: oil-heated rural Wales. Heat pumps replace expensive heating best, and around a fifth of Welsh homes are off the gas grid — among the highest proportions in Britain. The trap: solid stone walls. A heat pump runs efficiently in a home that holds its heat. Pre-1919 stone construction — a large slice of Welsh stock — often needs insulation attention first, or the pump must be sized larger and runs costlier. The fabric-first ordering matters more in Wales than almost anywhere: insulate what can be insulated, then size the pump. Lower-income households can sometimes get that fabric work funded free through Nest before using BUS at all.

Stacking BUS with the rest of the Welsh toolkit

BUS combines cleanly with everything else live in 2026. Insulation or other measures through Nest (if eligible) do not affect your BUS entitlement.
